They can only upgrade to a building of the same wealth if you zone higher density. But the no-wealth-kickout is pretty amazing, it means that once low/medium wealth R, C, or I build up, they cannot be built over by a higher wealth building. Sim Mars you will be amazed because it changes the entire game to a mars theme! In-Game Purchases: While the game can be played for free, there are also optional. SPAM ((SimPeg Agricultural Mod) and I-RM (Industrial Revolution Mod) are both great as well for the former overhauling the farming industry (which farming doesn't work well late game in vanilla SimCity 4) and the latter making industry even better. You may also like Shadow Fight 2 Mod Apk & SimCity BuildIt Mod Apk. It overalls the traffic system, adds a lot of new roads/freeways and makes a huge change and a much better change to the game. NAM (Network Addon Mod) especially is a 100% required mod. You will be amazed by what the mods do to make a much better game! I highly recommend checking those mods out. For those that still play SimCity 4, since its pretty much still the to-go-to for city builders.
